It is the will of our Lord Jesus Christ that his disciples be involved in the Gospel ministry, which includes preaching and teaching God’s Word to the whole world.

2. ADMINISTER THE OFFICE OF THE KEYS AS HIS CHURCH
(Preach the Word of God – Administer the Sacraments – Forgive and Retain Sins)

In light of the foregoing scriptural directives, we as Christian members of this Lutheran Congregation accept and subscribe to the following Constitution and Bylaws in order to govern all the spiritual and material affairs of this congregation.

ARTICLE I: NAME
The name of this congregation shall be:
TRINITY EVANGELICAL LUTHERAN CHURCH
of Fort Morgan, Morgan County, Colorado
Any previous Constitution and Bylaws of Trinity Evangelical Lutheran Church are herewith declared to be null and void.
The mission of this religious body shall be that of a Christian congregation, established and maintained to bring honor and glory to God, to preach the Gospel of Jesus Christ to the world, and to follow the directives as stated in the Preamble to this Constitution. This congregation shall have the sole authority to regulate all of its spiritual and material affairs for the achievement of its objectives, as long as those objectives follow the confessional standards of ARTICLE IV of this Constitution.
This congregation accepts all the canonical books of the Old and New Testaments as the inspired and revealed Word of God, and all the Symbolic Books of the Evangelical Lutheran Church, contained in the Book of Concord of the year 1580, as the correct presentation and true exposition of Christian Doctrine drawn from the Holy Scriptures, namely:
1. The three Ecumenical Creeds—the Apostolic, the Nicene, and the Athanasian.
2. The Unaltered Augsburg Confession.
3. The Apology of the Augsburg Confession.
4. The Smalcald Articles.
5. Luther’s Large Catechism.
6. Luther’s Small Catechism.
7. The Formula of Concord.
No doctrine or practice that is inconsistent or conflicts with the above norms of faith and life shall be taught or tolerated in this congregation. Furthermore, all conflicts and controversies which may arise in this congregation shall be settled according to the above norms of doctrine and faith.
This congregation shall be affiliated with the Lutheran Church Missouri Synod (LC-MS) as long as the confessions and constitution of said Synod are in accord with the confessions of this congregation as laid down in ARTICLE IV of this Constitution.
This congregation shall, to the best of its ability, cooperate with the Synod and assist it in effecting all sound measures for the building of the Kingdom of God.
Only hymns, prayers, and liturgies that conform to the confessional standard of ARTICLE IV shall be used in the ministerial acts and worship services of the congregation. In addition, all classes of instruction in Christian Doctrine and all church-affiliated groups shall use materials, which conform to this same standard.
A. Baptismal Membership
1. Definition: Baptized members are all members who have been Baptized in the
name of the Triune God (Matthew 28: 18-20) and who are under the spiritual care of the Pastor and the congregation, including children – or adults – who have not yet confirmed their baptismal vow.
2. Reception: Baptized members are received through the Sacrament of Holy
Baptism or through transfer from a sister congregation. Baptized children from other Christian denominations, wishing to become members of this congregation, can do so with the consent of one or both of their non-member parents or guardians.
3. Responsibilities: Baptized members should conform their lives to their baptismal
vow. Recognizing that Baptism is the beginning of spiritual life, the Baptized members should avail themselves of the opportunity to grow in the faith by close relationship with God’s Word through the educational agencies of the church. This includes the responsibility of becoming a Communicant member through catechetical study.
Therefore, I urge you, brothers, in view of God’s mercy, to offer your bodies as living sacrifices, holy and pleasing to God—this is your spiritual act of worship. Romans 12: 1 NIV

B. Communicant Membership
1. Definition: Communicant members are those who:
a. Are Baptized in the name of the Triune God and have renewed their baptismal vow through the rite of confirmation. Matthew 28: 18-20
b. Declare their acceptance of the Doctrines of this Lutheran Church as outlined in ARTICLE IV of this Constitution, and have an understanding of the scriptures as presented in Luther’s Small Catechism.
c. Live a morally decent life before God and men, abstaining from open works of the flesh, and so conduct themselves at all times so as to bring glory rather than shame upon the Church of Jesus Christ.
The acts of the sinful nature are obvious: sexual immorality, impurity and debauchery; idolatry and witchcraft; hatred, discord, jealousy, fits of rage, selfish ambition, dissensions, factions and envy; drunkenness, orgies and the like. I warn you, as I did before, that those who live like this will not inherit the kingdom of God. Galatians 5: 19-21 NIV
d. Have their names added to the membership lists of this congregation in
accordance with its Bylaws, and remain faithful to the responsibilities of membership.
2. Reception: Communicant members are received by:
a. Rite of Confirmation.
b. Transfer from a sister congregation.
c. Reaffirmation or profession of faith.
3. Responsibilities and Privileges:
a. Frequently partake of the Lord’s Supper.

b. In response to the Grace of God, faithfully practice good stewardship by making the gifts, talents, and abilities God has provided available to this congregation in order to bring Glory to God, maintain the congregation, enlighten its members, and proclaim the message of salvation to the world.
For I testify that they gave as much as they were able, and even beyond their ability. Entirely on their own, they urgently pleaded with us for the privilege of sharing in this service to the saints. And they did not do as we expected, but they gave themselves first to the Lord and then to us in keeping with God’s will. 2 Corinthians 8: 3-5 NIV
c. Responsibly provide for the proper Christian training of the children, with which God has blessed them, by instruction at home and through the educational agencies of the church.
Fathers, do not exasperate your children; instead, bring them up in the training and instruction of the Lord. Ephesians 6: 4 NIV
1. Baptized and Communicant members shall have the privilege of Pastoral care,
which includes such things as:
--Christian burial
--Pastoral visitation during illness or other crises
--Marriage with Pastoral counseling
2. Lovingly submit to the regulations of the congregation and accept admonition
when there is a need for it to be imparted.
Brothers, if someone is caught in a sin, you who are spiritual should restore him gently. But watch yourself, or you also may be tempted. Carry each other’s burdens, and in this way you will fulfill the law of Christ. Galatians 6: 1-2 NIV

members of this congregation.

D. Outside Affiliations that Conflict with ARTICLE IV of this Constitution.
Do not participate or hold membership in any organization, association, or society which would conflict with the Word of God and the conduct of a Christian. This includes most lodges, secret societies, and other organizations that perform rituals and other acts that are inconsistent with the confessional standard set forth in ARTICLE IV. Communicant members who join such organizations shall come under Pastoral care, in order to resolve the inherent conflict with the Word of God and their baptismal vow.
Do not be yoked together with unbelievers. For what do righteousness and wickedness have in common? Or what fellowship can light have with darkness? What harmony is there between Christ and Belial [Satan]. What does a believer have in common with an unbeliever? What agreement is there between the temple of God and idols. E. Membership Termination: Baptismal and Communicant membership will be terminated,
and all rights and privileges forfeited, in any of the following ways:
1. Transferring to a sister congregation.
2. Whereabouts of a member unknown.
3. Joining a congregation or church body outside our fellowship.
4. For Baptized members, failure to renew baptismal vows through rite of
confirmation following due admonition.
5. Self-exclusion from congregational activities.
6. Excommunication. Matthew 18: 15-20
Reception, termination, and other specific procedures for Baptismal and Communicant Membership are given in full detail in the Bylaws.
A. Suffrage
All communicant members of this congregation that have reached their eighteenth (18) birthday shall be considered Voting Members of this congregation. Upon reception as a Voting Member, each person shall receive a current copy of this Constitution and Bylaws.
B. Right to Hold Office
All male and female Voting Members shall have the right and privilege to hold office in this congregation; however, women may not serve in positions that are directly involved in the specific functions of the Pastoral office (preaching, the public administration of the Sacraments, and church discipline) or those positions that may violate the order of creation by usurping authority over men. The offices of President, Vice-President, and Board of Elders shall be held by male Voting Members. All other offices may be held by either male or female Voting Members.
A. Pastor
The Pastors called to serve this congregation shall be only those male members on the Synod roster who profess their acceptance of and pledge faithfulness to the Articles of Faith and Confession as set forth in ARTICLE IV of this Constitution.
The Pastoral office is the authority conferred upon pastors by God through a call of the congregation to exercise in public office the common rights of spiritual priesthood in behalf of all.
Upon installation, the Pastor shall be authorized and obligated to proclaim to the congregation, jointly and severally, the Word of God in its full truth and purity.
He shall:
1. Administer the Sacraments in accordance with their divine institution.
2. Minister to all members of this congregation as the caretaker of their souls
in an evangelical manner. In particular, to visit the sick and the dying and
to admonish indifferent and erring members.
3. Spiritually guard the welfare of the Baptized members of the congregation
during their preparation for acceptance of Holy Communion.
4. Guide the congregation in applying the divinely ordained discipline of the
Church.
5. Provide spiritual leadership and oversight in the educational agencies of
this congregation, as well as the various organizations of the Church.
6. Plan and coordinate regular and special worship services that are at all
times Christ-centered and spiritually uplifting.
7. Promote and guide the mission activity of this congregation.
8. Train and guide workers in evangelistic activities.
9. Serve as an example for the congregation through Christian conduct.
10. Do all that is possible for the building and advancement of the Kingdom
of Christ and the congregation.
11. Serve as an ex-officio member of the Church Council, all boards and their
associated committees. He may at his discretion, attend any or all meeting
related to congregational activities of any kind.
Congregational Responsibilities:
We, the members of this congregation, shall exercise the privilege and responsibility of our royal priesthood in calling a pastor to preach the Word of God and to administer the Sacraments on our behalf. We shall by no means relinquish this right.
All members of the congregation shall:
1. Esteem pastors as called servants of Christ and recognize that the
office of the Ministry of the Word is a precious possession of the
Church.
2. Honor, love, and obey the Pastor in his ministry of God’s Word.
3. Support the Pastor’s ministry with diligent and faithful prayers.
4. Help the Pastor in the fulfillment of his duties by cordial one-
mindedness, willing readiness, peaceable conduct, and in every other way possible.
5. Provide for the Pastor’s maintenance according to the ability of the
congregation.
6. Encourage the Pastor as he carries out his calling with good words
and actions.
B. Principal and Teachers
The Principal and teachers called to serve this congregation shall be only those who profess their acceptance of the Articles of Faith and Confession as set forth in ARTICLE IV of this Constitution.
The office of any called principal or teacher is the authority conferred upon him or her by God, through a call of the congregation, to perform the duties of the office according to the Word of God and the needs of the congregation.
Upon being installed, the called Principal and teachers are authorized and obligated to instruct and teach the children under their care diligently and faithfully in the Word of God, according to the confessional standards on ARTICLE IV of this Constitution.
Contract teachers must profess their Christian faith and be approved by the Christian Day School Board to teach in compliance with Missouri Synod guidelines.
The Principal shall:
1. Carry out his or her responsibilities in Christian love.
2. Lead fellow workers toward the promotion of the school and its
improvement as an educational agency of the congregation.
3. Keep the Pastor fully informed about the activities and problems at the
school. He or she should counsel with the Pastor and strive to manage and lead the school in accordance with the Pastor’s spiritual advice based upon the Word of God.
4. Serve as the executive advisor to the Christian Day School Board.
5. Develop the school curriculum, following the guidelines of the State Department of Education.
6. Administrate the policies established by the Christian Day School Board.
7. Report on school matters during the regular meetings of the Voters assembly.
8. Supervise instruction at the school, have charge of the enrollment, attendance, hygiene and sanitation, decorum, safety and records.
9. Show interest in all endeavors in the field of Christian education, and perform such other duties that are mutually agreed upon.
10. Maintain Colorado State certification and endeavor to advance professionally.
11. Meet once a semester with teachers individually to evaluate responsibilities, performance, and support level.
12. Prepare and administer the school budget in cooperation with the teaching staff and the Christian Day School Board.
13. Serve as an ex-officio member of the Church Council and the Board of Christian Education.
The Teachers shall:
1. Provide all students with a thorough Christian education in all areas of learning by a course of study prescribed by the Christian Day School Board.
2. Maintain Christian discipline in the school.
3. Serve the congregation as an example of Christian conduct.
4. Endeavor earnestly to live in brotherly unity with their Pastor, Principal, and fellow teachers.
5. Maintain Colorado State certification and endeavor to advance professionally.
6. Work under the supervision of the Pastor, Principal, and the Christian Day School Board.
7. By the Grace of God, do everything possible to promote the school and advance the Kingdom of Christ.
8. Perform other duties in the interest of Christian education and the welfare of the Church which are mutually agreed upon.
Congregational Responsibilities
We, the members of the congregation shall:
1. Be obligated to receive the Principal and teachers as servants of the Word.
2. Show them honor and love.
3. Keep our children in true Christian submission to their guidance and training.
4. Support and assist them in their work among us with diligent faithfulness and prayer.
5. Encourage them by word and deed.
6. Aid them in maintaining Christian discipline.
7. Provide for their maintenance according to congregational ability.
C. Terms of Service:
In the absence of any adequate cause for dismissal, the tenure of office of called pastors, principals, and teachers shall be the remainder of their active life, or until the Lord calls them to another area or field of service.
The term of contract teachers shall be specified by the Christian Day School Board.
A. General
The congregation as a body, through the Voters Assembly, shall have supreme power to administer and manage all of its affairs. The establishment and conduct of all organizations within the congregation shall be subject to the approval and supervision of the congregation. The congregation is not empowered to decide anything contrary to the Word of God and the confessions in ARTICLE IV of this Constitution.
B. Right of Calling
The right of calling pastors, principals, and teachers shall be vested in the congregation and shall never be delegated to a smaller body or individual.
C. Decisions
All matters of Doctrine and of conscience shall be decided by the Word of God. All other matters shall be decided by a majority vote of the Voters Assembly unless otherwise specified by this Constitution or Bylaws.
D. Removal from Office
Any officer, board member, or professional worker of the congregation may be removed from his or her area of responsibility in a Christian and orderly manner. Sufficient and urgent reasons for removing an officer or professional worker are: persistent adherence to false doctrine, scandalous life, inability to perform or willful neglect of duties of the position. This action shall be initiated by the Board of Elders. In addition, after consultation with the district, the congregation may request the resignation of any pastor, officer, or professional worker from his or her position in the congregation in the case of prolonged incapacity or general incompetence.
The responsibility and authority for daily administration of the congregational affairs shall be delegated to the various boards, offices, and committees described in the Bylaws. Individual offices of this congregation shall include: a President, a Vice-President, a Secretary, and a Treasurer. Boards of this congregation shall include: the Board of Elders, Board of Trustees, Board of Stewardship, Christian Day School Board, Board of Christian Education, and the Board of Evangelism. Additional Boards, committees, and offices may be added from time to time, following the procedures in the Bylaws. No board, committee or office shall have authority beyond that which has been conferred upon them by the Voters Assembly. That authority may, at any time, be altered or revoked by the congregation.
1. If at any time a division should take place on account of Doctrine, the property of the congregation and all its benefits shall remain with those Communicant members who continue to adhere in confession and practice to ARTICLE IV of this Constitution, as determined by the adjudication procedures of the Synod.
2. If division takes place for any other reason, the property shall remain with the majority of the Communicant members who continue to adhere in confession and practice to ARTICLE IV of this Constitution, as determined by the adjudication procedures of the Synod.
3. In the event that the congregation should dissolve, the property and all rights connected to it shall be transferred to that district of the Synod in which the congregation held membership at the time of the dissolution.
This congregation may adopt such bylaws as may be required for the accomplishment of its purpose.
A. Amendments to provisions of the Constitution except those listed in section B of this ARTICLE may be adopted at a regular meeting of the Voters Assembly, using the following procedures:
1. The proposed amendment must be submitted in writing at the previous regular meeting of the Voters Assembly and published in a conspicuous place in the church or by mail prior to the meeting at which the proposed amendment will be acted upon.
2. For the amendment to pass, an affirmative vote of a two-thirds majority of the voters present must be secured.
3. The amendment must be submitted to the District office for final approval.
B. Proposals to amend ARTICLES III, IV, V, VI, VII, VIII, IX, X, XII, AND XIV shall require written notice and discussion of the proposed amendment at the two previous regular meetings of the Voters Assembly before the meeting at which the proposed amendment is to receive action. Written notice that a vote will be taken shall be given to all Voting Members of the congregation. An affirmative vote of three-quarters of the voters present is needed to pass an amendment to these listed ARTICLES. The amendment must be submitted to the District office for final approval.
Any changes in the listed ARTICLES shall not destroy their essential meaning. Whether or not this has occurred shall be decided, if challenged, by the Synodical District in which this congregation holds its Synodical membership.
Regular meetings of the Voters Assembly shall be called at the times listed in ARTICLE III of the Bylaws.
Announcement of any regular meeting shall be made at least two weeks prior to the day of the meeting, during the regular worship services.
Special meetings may be properly called in the following ways:
1. Two notices are given, one of which must be one week in advance of the meeting, during the regular worship services.
2. In emergency situations, notification is given to all Voting Members by mail and announcements given at the services of the previous Sunday before the day of the meeting.
Special meetings may be called at the request of the Pastor, the President, the Board of Elders, three officers, or ten voting members.
All voting Members present at any validly called meeting of the Voters Assembly shall constitute a quorum.
BY-LAWS
This congregation shall have the exclusive privilege and responsibility of calling Pastors, Principals, and teachers.
When a vacancy occurs, the Board of Elders shall designate a Call Committee. This committee shall:
1. Consult with the circuit counselor and the district president for leadership and advice.
2. Solicit candidate nominations from members of the congregation and the district office.
3. Acquire resumes for the listed nominees from the district office.
4. Call a special meeting of the congregation through the Board of Elders, following the procedures in ARTICLE XV of the Constitution.
5. Present the slate of the qualified candidates for adoption at the special meeting.
6. Extend a call to the selected candidate from the adopted slate.
Late nominations may be accepted from members of the congregation at the discretion of the Call Committee under the following conditions: the written nominations are submitted at least three days in advance of the special call meeting, the district office is consulted, and there is sufficient time to prepare a resume before the meeting.
After prayerful consideration and discussion of the candidates and their resumes, a ballot shall be cast to select a candidate to receive the call. The candidate receiving a plurality of all the votes cast shall be considered elected. The election of the preferred candidate shall then be made unanimous.
To expedite the call process, it is recommended that a recess be taken in order to place a call immediately to the selected candidate. This should be done to help him determine whether circumstances will permit him to consider the call prayerfully. If so, the Call of Vocation shall be sent to the candidate as soon as possible.
When a vacancy occurs, the Christian Day School Board has the option of calling or contracting a teacher. When calling a Principal or Teacher, the Board shall follow the same procedure as in the calling of Pastors, except the circuit counselor and the district president need not be consulted.
All persons desiring to become Baptized or Communicant members of this congregation shall consult with the Pastor. The Pastor and the Board of Elders shall determine their eligibility in accordance with ARTICLE VII of the Constitution.
1. All applicants for Communicant membership that are not familiar with the Doctrines and confessions in ARTICLE IV of the Constitution shall be required to attend a course of instruction given by the Pastor and to make a profession of their faith.
2. Persons requesting membership through letters of transfer from congregations in church fellowship shall be received as members, providing they conform in all respects to the requirements of membership.
3. Persons who are active members in Lutheran congregations associated with church bodies with whom we are not in fellowship may be received by profession of faith, following consultation with the Pastor and the Board of Elders.
4. In the case of former Lutherans, the Pastor may arrange for a period of catechism review prior to the reaffirmation of faith.
All prospective Communicant Members who meet the membership requirements, whether to be received by Rite of Confirmation, Transfer from a congregation in fellowship with Trinity (a sister congregation), reaffirmation or profession of faith, shall present a written or oral profession of faith before the Board of Elders and be received into membership before the congregation gathered in worship, using the appropriate rite from the agenda.
In exceptional cases where past sins or malicious adherence to false doctrine is evident on the part of a prospective Communicant, the Board of Elders may request a meeting to further examine a prospective member before he or she will be received into membership.
Those having satisfactorily met the membership requirements shall be welcomed to share the rights and privileges of this congregation. The Pastor shall submit the names to the Voters’ Assembly for approval. The names shall be added to the church roles and published in the news media of the congregation. The new members will also receive a current copy of the Constitution and the By-Laws.
All members desiring to join congregations with whom we share altar and pulpit fellowship shall present their request to the Pastor. The Pastor shall have the authorization from the Board of Elders to issue such transfers to members in good standing. Such transfer of membership shall be ratified at the next regular meeting of the Voters’ Assembly.
In any situation where members join congregations with whom we do not share altar and pulpit fellowship, their membership in this congregation shall be considered terminated. After counseling by the Pastor or a member of the Board of Elders, the names of these members shall be submitted to the Voters’ Assembly for approval of termination. After approval of termination, the Secretary of the congregation shall inform such persons of their membership termination in writing.
The names of members whose whereabouts are unknown for a period of over one year shall be brought before the Voters’ Assembly. If the assembly believes that sufficient means have been used to locate these members, their membership shall be terminated by the approval of the Voters’ Assembly. If, however, these members are found and they desire to regain their membership, they may with the guidance of the Pastor and the Board of Elders.
The membership of any member may be terminated through the process of excommunication. The purpose of excommunication is to make members see the greatness of their sin and to bring them to repentance. It is to be applied to all members who conduct themselves in an unchristian manner; for example, adherence to false doctrine, immoral or offensive lifestyle, or willful avoidance of the preaching of the Gospel and the Lord's Supper.
The Board of Elders shall administer church discipline using the following procedures:
1. If for a period of six months, those members of TRINITY EVANGELICAL LUTHERAN CHURCH who continue to conduct themselves in an unchristian manner as above, they will receive a visit from a member of the Board of Elders and shall be admonished and encouraged.
2. If after an additional three months no repentance is noted, those members will be visited again by an Elder, the Pastor, or another concerned member of the congregation. Additional admonition and encouragement shall be given at this time.
3. If the members show no concern for the previous admonitions after an additional three months, they shall be admonished more firmly. At this time, those members shall be informed that if such conditions continue, it will be interpreted as impenitence, lack of faith in Jesus Christ, and indifference to the privileges and responsibilities of church membership.
4. After an additional three months, if the members still show no response to Christian admonition, their names shall be removed from the church roles, transferred to the mission file, and given to the Board of Evangelism with the approval of the Voters’ Assembly. The Secretary of the congregation shall inform those persons of the action taken against them by certified mail.
Such action releases those individuals from all responsibilities to this congregation however, it also excludes them from the privileges of church membership, which include: Christian burial, Holy Communion, transfer to a sister congregation, and any claim- against the properties of this congregation. These individuals will, however, be welcomed in Christian love to all worship services in our church.
This congregation shall be governed by a Voters’ Assembly. This assembly shall consist of all members of the congregation who meet the requirements of ARTICLE VIII of. the Constitution.
This assembly shall hold regular meetings, during the second week of January, April, July, and October.
Procedures for calling meetings can be found in ARTICLE XV of the Constitution.
The President of the congregation shall preside over all of the meetings of the Voters’ Assembly. In the event that he is not able to fulfill his duties, the order of succession will be as follows:
1. Vice-President of the congregation
2. The chairman of the Board of Elders
3. The vice-chairman of the Board of Elders
4. The Recording Secretary of the congregation.
The ORDER OF BUSINESS for the regular meetings of the Voters’ Assembly shall be as follows:
1. Opening with devotion and/or prayer.
2. Reading and approval of minutes of the previous meeting.
3. Treasurer's Report.
4. Reception and release of members.
5. Officer, Board, and Committee reports and action needed.
6. Unfinished Business.
7. Recommendations of the Church Council.
8. New Business.
9. Adjournment with Lord's prayer.
The items to be considered at special meetings are only those items included in the call of the meeting.
In all matters not already decided by the Word of God, the majority rules. Robert's Rules of Order, Revised will be followed for all meetings.
During the first week of December, a special meeting of the Voters’ Assembly shall be called to elect the following:
1. A sufficient number of male members to maintain a Board of Elders with a ratio of one Elder for every fifty Communicant members. One-third of the Board of Elders shall be elected each year.
2. A male President of the congregation.
3. A male Vice-President of the congregation.
4. A Recording Secretary of the congregation.
5. A Treasurer of the congregation.
6. Two or more Finance Secretaries.
7. A chairman of the Board of Trustees.
8. Three members of the Board of Christian Day School in odd numbered years; two members of the Board of Christian Day School in even numbered years. One elected member shall serve on the Church Council.
9. A chairman of the Board of Parish Education.
10. A chairman of the Board of Stewardship.
11. A chairman of the Board of Evangelism.
12. A Head Usher.
13. A Sunday School Superintendent for each respective division.
14. Two
members of the Endowment Fund Committee in even numbered years; one member of
the Endowment Fund Committee in odd numbered years. One elected member shall
service on the Church Council.
15. Other positions that are deemed appropriate by the Voters’ Assembly.
In October, a Nominating Committee will be appointed by the President of the Congregation with the duty of choosing candidates for each office. This committee shall consist of four or more members, a minimum of two of whom shall be elected officers of the congregation. An attempt should be made by the committee to offer more than one candidate for each position. Candidates need not be nominated for the position of Vice-President, since the runner-up of the presidential election shall serve as Vice-President.
All candidates considered for the preceding offices shall:
1. Demonstrate their love for the Word of God by being active in Worship, Communion, Prayer, and Bible study.
2. Must demonstrate Christian love to all members of the congregation.
3. Be willing to spend as much time as needed to carry out their assignments.
4. Maintain an orderly personal life.
At the special meeting of the Voters’ Assembly for the election of officers, the Nominating Committee will accept additional nominations from the floor. Each office shall be voted upon separately by ballot in the sequence listed in this ARTICLE. Defeated candidates may be nominated for other positions with their consent. Persons may not serve in two of the preceding elected positions at one time, but they may be appointed to the Endowment Fund Board or other boards and committees. A candidate must receive a majority of votes to be considered elected for most offices. When a board or committee of two or more is elected on the same ballot, only a plurality is needed.
Elected officers shall appoint committee members as described in ARTICLE VIII of these By-Laws. All boards and committees shall consist of an uneven number of members with a minimum of three. The Church Council will ratify all appointments. All newly elected officers shall present themselves for installation into their respective offices on the date described at the December meeting.
The term of office for a member of the Board of Elders shall be three Years. The term of office for a member of the Board of Christian Day School shall be two years- All other offices shall be one year. Members of the Board of Elders and Christian Day School may not serve more than two consecutive terms. Other officers may not serve in the same position more than four consecutive terms, except when they have filled an unexpired term. In individual cases, these limitations may temporarily be waived with a two-thirds majority of the voters present at the special meeting to elect officers.
Members appointed to committees and boards will serve for one year subject to reappointment unless otherwise specified.
In the event of a vacancy of an elected office, the Church Council has the authority to fill the position until the next regular Voters’ Assembly meeting. The assembly may either ratify the choice of the council or elect another officer.
The Church Council shall consist of an Elder from each respective term and all other elected officers as listed in ARTICLE IV of these By-Laws.
Called Pastors and Principals shall be ex-officio members of the Church Council. The President of the congregation shall preside over the Council.
The Church Council shall:
1. Serve as the point of liaison between the Pastor, officers, boards, and the congregation in order to achieve the goals and objectives as set forth in the Preamble to the Constitution.
2. Settle jurisdictional overlaps and conflicts between boards, committees, and officers.
3. Develop short and long term plans of activity for the further growth and development of the congregation and the Kingdom of Christ.
4. Set the times, dates, and agendas for the regular meetings of the Voters’ Assembly in order to expedite the business of the congregation.
5. Fill unexpired terms of elected officers as described in ARTICLE VI of these By-Laws and ratify all appointments.
6. Perform any additional functions that the Voters’ Assembly may wish to confer from time to time.
The Church Council shall meet regularly before each Voters’ Assembly meeting and as needed to conduct congregational business. The Church Council shall be considered properly convened and capable of conducting business whenever one-half of the council members are present. Special meetings may be called at the request of the Pastor, President, or three council members.
Since the Voters’ Assembly is the primary decision making body of the congregation, all matters of significant importance shall be submitted to the voters by the council. The main function of the council is to provide a coherent congregational program in order to achieve the objectives of the church.
The purpose of the Board of Elders shall be to maintain the spiritual welfare of the Pastor and the congregation in order to help the congregation accomplish the goals and objectives in the Preamble to the Constitution.
Therefore, the Board of Elders shall:
1. Elect from its membership a chairman and vice-chairman. The chairman shall preside over board meetings, report to the Church Council and the Voters’ Assembly. In the event that both the President and the Vice-president of the congregation are unable to serve, the chairman of the Board of Elders shall serve as temporary President and the vice-chairman of the Board of Elders will serve as temporary Vice-President following ARTICLE III of these By-Laws.
2. Elect one of their number to serve as secretary who will record-minutes and maintain a file of activities to pass on to the next chairman.
3. Appoint a representative to the Social Concerns Committee.
4. Ensure that the confessional standards and requirements of ARTICLES IV and VI of the Constitution are followed. Whenever needed, Elders may serve as advisory (non-voting) members of boards and committees in the congregation to assist in meeting these requirements.
5. Assist the Pastor in his responsibility of preaching the Word of God in all of its purity, administering the Sacraments according to Christ's command, and all other matters pertaining to the spiritual welfare of the congregation.
6. Pray for and encourage all spiritual leaders of the congregation.
7. Assist the Pastor in arranging for pulpit assistance and guest speakers. In the event of a Pastoral vacancy, the Board of Elders has the responsibility of providing a vacancy, Pastor and guest speakers for the all services.
8. Be an example of Christian conduct and conversation for the congregation.
9. Attend to the spiritual, emotional, and physical welfare of the Pastor and his family.
10. Assist the Pastor and Archivist as needed in the record keeping of the congregation. This includes all matters related to membership as found in ARTICLE VII of the Constitution and ARTICLE II of the By-Laws.
11. Maintain discipline within this congregation by following Matthew 18 and related Scriptures, the Constitution, and By-Laws. Grievances and other matters that cannot be settled according to God's Word and the preceding procedures shall be referred to the Voters’ Assembly.
12. Arrange for church office personnel after consultation with the Pastor.
13. Annually review and submit a budget to the Finance Committee, concerning worship supplies and materials and the financial support of the Pastor, church office personnel, organists, and other salaried workers who fall under the guidance of the Board of Elders.
14. Develop and maintain guidelines for the proper use of church property.
15. Meet monthly and notify the Pastor of all meetings.
16. Make the following appointments:
a. In the event of a Pastoral vacancy, a sufficient number of congregational members to constitute a Call Committee.
17. Establish whatever committees are necessary to fulfill their duties.
18. Complete periodic performance reviews for the Youth Director.
1. Preside over all meetings of the Voters’ Assembly and the Church Council.
2. Enforce the Constitution and By-Laws of this congregation.
3. Review all minutes to see that the directives of the Voters’ Assembly and the Church Council are carried out.
4. In October, appoint the Nominating Committee which shall consist of four or more members a minimum of two of whom shall be elected officers of the congregation.
5. Be authorized to appoint personnel and committees necessary to carry out special events during the year such as the Financial Review Committee, By-Laws Review Committee, Christmas Committee, etc.
6. Have a voice on all boards and committees, but his voting rights shall be limited to only those boards or committees on which he has membership.
7. Encourage all elected and appointed personnel to carry out their responsibilities.
8. Be authorized to sign checks in the absence of the Treasurer.
9. Maintain a file of information and activities to pass on to the next President.
10. Notify the Pastor of all meetings.
11. Carry out any additional tasks that may be assigned to him from the Voters’ Assembly from time to time.
12. Appoint a Social Concerns Committee chairman.
1. Assume all duties of the President in his absence.
2. Serve as ex-officio member of the Public Relations Committee and report all activities to the Voters’ Assembly and Church Council.
3. Appoint the Public Relations Committee.
1. Keep an accurate record of all minutes of the Voters’ Assembly and Church Council. The Secretary shall prepare permanent copies of minutes within one week of each meeting for the church office, Pastor, President, and the Secretary's books. (4 copies)
2. Be responsible for all official correspondence relative to worker calls and other business of the church as directed by the Voters’ Assembly.
3. Keep a file of activities to be passed on to the next Secretary.
1. Reconcile bank account(s) with monthly bank statements.
2. Record all deposits and all bills paid.
3. Pay all salaries and bills incurred by the church and school, making sure they are correct. Keep separate records of each.
4. Prepare a quarterly financial statement, following budget listings, for Church Council and Voters’ Assembly meetings and distribution in the Sunday bulletin.
5. Make necessary reports to the federal and state government.
6. Notify Church Council when budget totals are being reached or when offering receipts do not keep up with expenses.
7. Disburse Memorial Funds as requested by the Memorial Fund Director or the Voters’ Assembly.
8. Make books available for audit or review.
9. Maintain a file of activities, information, and procedures to pass on to the next Treasurer.
10. Serve as chairman to the Finance Committee.
11. Appoint a Memorial Fund Director.
1. Consist of at least six members: the elected chairman and at least five additional members the chairman shall appoint.
2. Maintain the property of the congregation, including the church building, parsonage, other buildings owned by the congregation, as well as all other property and grounds.
3. Seek the assistance of capable members of this congregation in the maintenance of the church property.
4. Be responsible for the employment and supervision of all personnel needed to maintain the property, including all custodians or cleaning services.
5. Be limited to maintenance expenditures of $500.00 per project without the approval of the Voters’ Assembly unless an emergency exists.
6. Represent the congregation in all legal matters and business transactions, including insurance. Execute such contracts that may be directed by the congregation through the Voters’ Assembly or Church Council.
7. Maintain a permanent record of all repairs made, equipment purchased, contractors used, etc.
8. Report all work done and work needed to regular Church Council and Voters’ Assembly meetings.
9. Annually submit statement of budgeting needs to Finance Committee.
10. Maintain a file of activities, information, and standard operating procedures to pass on to the next committee.
11. Meet at least quarterly and notify Pastor of all meetings.
12. Maintain a calendar for scheduling of regular maintenance of all church facilities and equipment.
13. Appoint an Archivist.
1. Consist of at least five members: the elected chairman, the Lower Division Superintendent, the Upper Division Superintendent, and additional members the chairman shall appoint. The Principal shall be an ex-officio member of this board.
2. Direct the operations of the educational agencies of this congregation, excluding the Christian Day School.
3. Survey the congregation to find areas of educational interest and need.
4. Assist in enlisting teachers for all programs and develop teacher training programs.
5. Assist in the selection and screening of materials.
6. Encourage all members to become involved in the educational programs of the church.
7. Develop the Vacation Bible School program by selecting a director, setting dates, etc.
8. Establish whatever committees are necessary for the accomplishment of' its objectives.
9. Make reports to the Voters’ Assembly and Church Council on the activities and the needs of the board.
10. Coordinate efforts with the Board of Christian Day School to maintain a coherent educational program and a efficient, use of facilities and personnel.
11. Annually submit a statement of budget needs to the Finance committee.
12. Develop guidelines for teachers and other personnel who fall under the authority of this board.
13. Meet at least quarterly and notify the Pastor and Principal of all meetings.
14. Maintain a file of activities and information to pass on to the next committee.
The Lower and Upper Division Superintendents shall:
1. Enlist teachers and aids.
2. Assist in the training of teachers.
3. Lead or schedule leaders for Sunday School openings or closings.
4. Assume responsibility for special Sunday School services.
5. Work with the Board of Christian Education to draft guidelines for the operation of the Sunday Schools.
6. Maintain a file of information and activities to pass on to the next Superintendents.
7. Appoint secretaries as needed who shall:
a. Maintain all records of Sunday School children.
b. Maintain records of attendance.
c. order materials and supplies.
d. Recycle useable materials and pack others for mission use elsewhere.
1. Consist of at least three members: the elected chairman and additional members the chairman shall appoint.
2. Educate and motivate the members of this congregation as to the privileges and responsibilities of consecrating their time, talents, and treasures to the Lord.
3. Promote the principle and practice of proportionate, first fruits, sacrificial giving.
4. Plan and conduct an annual stewardship effort to challenge all members to serve Christ.
5. Maintain a talent and interest folder of congregational members for the purpose of enlisting individuals for service in the church.
6. Report the actions and intentions of the committee to the Church Council and Voters’ Assembly meetings.
7. Maintain a file of information and activities to be passed on to the next committee.
8. Meet at least quarterly and notify the Pastor of all meetings.
1. Consist of at least three members: the elected chairman and additional members the chairman shall appoint.
2. Assist the congregation in seeking and reaching the unchurched and the newcomers in order to minister to their souls.
3. Maintain a file of inactive and prospective members of the congregation
4. Organize and train members for personal evangelism work.
5. Be responsible for a special lay visitation program to prospective members.
6. Schedule greeters for each worship service.
7. Report activities to the Church Council and Voters’ Assembly meetings.
8. Educate the congregation to be aware of the mission activities and needs of local, district, and Synod programs..
9. Annually submit a statement of budgeting needs to the Finance Committee.
10. Meet at least quarterly and notify Pastor of all meetings.
11. Maintain a file of information and activities to pass onto the next committee.
12. Publicize special services and activities to the community through the local media.
13. Encourage all boards and committees to publicize their activities.
14. Plan welcoming activities for new members.
K. The Head Usher
In order to provide pleasant, orderly, and God pleasing worship services, he shall:
1. Provide ushers for all services by enlisting a sufficient number of confirmed members to accomplish this purpose.
2. Provide a training session for all ushers, including a list of duties and a schedule of assignments.
3. Maintain a file of activities and information to be passed on to the next Head Usher.
4. Consult with the Pastor and the Board of Elders should any major problems arise.
L. The Social Concerns Committee shall:
1. Consist of the appointed chairman, an Elder, and an additional member the chairman shall appoint.
2. Determine guidelines, coordinate emergency assistance, and disburse aid for those in need.
This service is designed for members of TRINITY EVANGELICAL LUTHERAN CHURCH; however, it may include some. transients and other non-members in need of assistance.
